Purpose of Establishment
The Goal of the Port and Airport Research Institute,
an independent administrative institution, is to
contribute to the efficient and smooth construction of
ports and airports. In addition, the attainment of
improved technologies in relation to the construction
of ports and airports is a major goal. This goal will
be achieved by conducting investigation, research, as
well as the development of technologies that relate
to such things as the construction of ports and
airports. 
Main Activities
PARI will conduct the following operations to attain
the objective referred to in Article 3.
1. To conduct basic investigations,research, and
   development of technologies in relation to the
   items listed below.
   a. Construction, use, and conservation of ports
   b. Construction and conservation of the waterway
   c. Land reclamation and drainage in the public
      waters within ports
   d. Construction, usd and conservation of coasts
      within ports
   e. Construction and conservation of airports
2. To conduct research and development of technologies
   relating to the impelmentation of the projects
   involved in the items
   a to e above.
3. To provide technical guidance and disseminate
   research results relating to the operations
   referred to in the two sections above
4. To collect, put in order, and provide information
   relating to items a to e above.
5. To conduct all other incidental operations

History
1946.05 The Harbour Laboratory was established within the 7th Division of the Railway Technical Research Institute(at Mitaka)
1949.06 The Harbour Laboratory was reorganized into the Technical Research Section, Ports and Harbours Bureau, Ministry of Transport.
1949.11 The Technical Research Section moved to Kurihawa, Yokosuka-city(present location of the institute).
1950.04 Harbour Geophysics Division and Harbour Works Division were established with the foundation of Transportation Technical Research Institute of Ministry of Transport.
1957.03 Harbour Geophysics Division was divided into Harbour Hydraulic Division and Harbour Soil Engineering Division.
1962.04 Port and Harbour Research Institute, Ministry of Transport, was established with four divisions(General Affairs Division, Hydraulic Engineering Division, Soil and Structural Division, Machinery Division) as an amalgamation of the three harbour engineering divisions of the Transportation Technical Research Institute and the Technical Research Office of the Ports and Harbours Bureau.
1963.04 Design Standard Division was established.
1966.04 Soil and Structural Division was divided into separate Soil and Structural Divisons. Research on airport public facilities was started.
1966.05 Director of Special Research on disaster prevention issues was appointed.
1972.05 Marine Hydraulics Division was established.
1973.04 Planning Division was established.
1977.04 Deputy Director General was appointed.
1980.04 Computer centre was established.
1988.04 Four division were reorganized: Planning and Design Standard Division from Design Standard Division, Information Processing Centre from Computre, Geotechnical Engineering Division from Soil Division, Research Planning Division from Planning Division.
1989 Established the Training Center
1991.04 Research Planning Division was renamed to Administrative Planning Division.
1993.04 Director of the Special Research on environmental issues was appointed.
1995.04 Marine Hydraulics Division was reorganized into Marine Environment Division.
1996.05 Director of Special Research on disaster prevention issues was appointed.
2001.01 The institute was turned into Port and Harbour Research Institute, Ministry of Land, Infrastructure and Transport, according to the plans to expedite the Administrative Reform of the Central government.
2001.04 The institute was divided into the Port and Airport Research Institute and National Institute for Land and Infrastructure Management.
